The Ministry of Justice of the Kyrgyz Republic has launched a large-scale program aimed at making legal assistance accessible and convenient for every citizen across the country. Throughout the republic, “Justice Houses” are being built and modernized. These are modern service centers where citizens can resolve various legal issues in one place through a “one-stop-shop” system. People will no longer need to visit multiple institutions separately: under one roof, state notaries, lawyers of the Legal Aid Service, probation officers, and specialists from regional justice departments work together.

The program covers 14 facilities nationwide, totaling more than 11,000 square meters of newly built and fully renovated administrative space. The projects are financed through the “Capital Investments” budget line, internal funds and the special account of the Ministry of Justice, as well as through public-private partnership (PPP) mechanisms.

Where and when the new centers will open:

Batken Region: In the city of Batken, a three-story “Justice House” has already opened its doors and has been serving citizens since August 31, 2025.

Jalal-Abad Region: Work is underway on two facilities. In the city of Manas, a four-story building was commissioned on March 5, 2026. In Toktogul District, construction is expected to be completed by the end of this year.

Talas Region: In the city of Talas, a two-story center has been operating since March 24, 2026. In the village of Kyzyl-Adyr, documentation is currently being divpared, while construction itself is scheduled to begin during 2026–2027.

Issyk-Kul Region: In Karakol, the construction of a four-story building is nearing completion and is expected to open later this year. In Cholpon-Ata, the design phase is underway, with construction planned for 2026–2027.

Naryn Region: Three locations are being upgraded simultaneously. In the city of Naryn and the village of Kochkor, the centers are expected to open in the third quarter of 2026. In Ak-Talaa District, the project is currently in the design stage, with construction works planned for 2026–2027.

Chuy Region and Bishkek City: In Kara-Balta, a new facility will be completed by the end of 2026. In the “Yntymak” residential area of Bishkek, a project is being divpared for construction set to begin in 2026–2027. In addition, a major renovation of a large building exceeding 3,500 square meters on Valikhanov Street in Bishkek has already been fully completed.

Osh Region: In the city of Osh, a large modern complex is being built jointly with a private investor within the framework of a public-private partnership (PPP). The facility is expected to be launched in 2026.

The implementation of this program addresses one of the country’s most important challenges: eliminating the legal accessibility gap between the capital and the regions. Every citizen of Kyrgyzstan, regardless of whether they live in a regional center or a remote village, has the right to receive qualified legal assistance in comfortable, modern, and barrier-free conditions.
