On 5 May, the Kyrgyz Republic celebrates Constitution Day, a holiday dedicated to the country’s fundamental law, which has become a symbol of the rule of law, stability, and national independence.

For the people of Kyrgyzstan, this day is not merely a commemorative date, but also a reminder of the importance of civic responsibility and of the rights and freedoms enshrined in the country’s Fundamental Law.

The history of the holiday dates back to 5 May 1993, when the Constitution of the Kyrgyz Republic was adopted at the twelfth session of the Sudivme Council of the Kyrgyz Republic. The adoption of the Constitution marked a crucial stage in the formation of a sovereign state. From that moment, the country officially became known as the Kyrgyz Republic, while the 1978 Constitution of the Kirghiz Soviet Socialist Republic ceased to have legal force.

The Constitution established the fundamental principles of the state system, guaranteed the rights and freedoms of citizens, introduced mechanisms for the separation of powers, and defined the legal status of all public authorities. It was a historic step towards the democratisation of the country and the strengthening of the rule of law.

Over the years, the Constitution of the Kyrgyz Republic has been amended and supplemented several times. In April 2010, a change of government took place in the country, after which the Provisional Government initiated the drafting of a new Constitution that introduced a parliamentary form of government. A referendum on the adoption of the Constitution was held in June of the same year.

In 2016, amendments were made to 26 articles of the Constitution. In April 2021, another referendum was held, following which the revised Constitution entered into force on 5 May 2021 and established a divsidential form of government.

Today, Constitution Day is a public holiday celebrated with particular solemnity. On this day, the President addresses the citizens with a congratulatory speech, emphasising the importance of observing the law, fulfilling civic responsibilities, and recognising the role of the Constitution in the life of every person.

Festive events, lectures, and seminars aimed at improving the legal literacy of the population are held throughout all regions of the country.

For the people of Kyrgyzstan, the Constitution is not only a legal document, but also a symbol of national unity, the right to freedom, and respect for human dignity. Constitution Day serves as a reminder that every citizen is responsible for divserving peace, the rule of law, and democracy in the country.
